Linguaggio e discriminazione: dai media alle leggi

Over the last few years the focus on the Italian media's use of a language defined as "discriminatory" towards Third Country Nationals living in Italy has increased. It has become such an issue that in 2008 the Italian Journalist Guild decided to draw up a specific code of conduct (the so-called "Carta di Roma") regarding the language used in the news about immigration and asylum. In addition there is a lot of recent literature about discriminatory language in the media and several authors indicate formularies of words that in some contexts may stigmatize certain groups of people. This paper will show some of these words, explaining the reason for their choice based on the analysed literature and propose some applications to measure on one hand the presence in the normative and administrative "dictionary" of such words and to design on the other hand support tools for normative and administrative document drafting which take account of these "dangers" present in some terms. The paper describes briefly also a collaborative method to support public officers in the process of simplification of informative contents on the administrative procedures relating to immigration. This objective was pursued by developing a specific methodology that, on the one hand, took into account theoretical tools already in use for clear and effective administrative writing and to make the web contents usable and on the other provided data from focus groups and interviews conducted. drafting tool supporting civil servants in the application of the guidelines.

Da alcuni anni è sempre più alta l'attenzione all'utilizzo da parte dei media italiani di un linguaggio definito "discriminatorio" verso i cittadini di Paesi terzi presenti in Italia, tanto da far sorgere nel 2008 la necessità di redigere uno specifico protocollo deontologico della professione giornalistica in tema di immigrazione e asilo (la cosiddetta "Carta di Roma"). La ricerca, attraverso l'elaborazione di un apposito Indice, ha verificato con metodologie informatiche, se tale fenomeno, oltre che nel linguaggio mediatico italiano, si riproponesse nelle norme e in altri testi istituzionali. L'analisi informatica ne ha confermato la presenza. L'Indice individuato può rappresentare uno strumento per creare consapevolezza su questo tema negli operatori della PA che sono chiamati a redigere testi che sempre più tengano conto della eterogeneità culturale tipica delle moderne società e per sperimentare applicazioni informatiche di supporto al drafting normativo e amministrativo. Tramite l'uso di piattaforme collaborative l'Indice sarà condiviso all'interno della "comunità di pratica", sia per discuterne i reali effetti discriminatori, sia per una sua continua implementazione in relazione ai mutamenti del linguaggio stesso.
