A comprehensive approach involving cooperation at international, national and local levels is needed to develop sustainable high seas fisheries. To ensure the long-term health of marine ecosystems and the viability of the seafood industry, governance plays a key role in designing and enforcing regulations. However, the management of Giant Red Shrimp in the Mediterranean is paradigmatic of the difficulties that the European Common Fisheries Policy is facing in achieving common objectives and adopting common approaches when managing shared resources with non-EU countries. This shrimp is one of the world's most valuable fish products, and over the last twenty years both European and African deep-sea trawlers have increasingly targeted the species, exacerbating fishing pressure and conflicts in the area.
