In this paper, we introduce the concept of Learning Object Management System (LOMS), an extension of the Learning Object Repositories (LOR) (Neven, 2002). LOMS are integrated solutions that can support a community of practice in cooperatively managing sets of digital educational resources; through a LOMS, not only can users share LOs as in a traditional LOR, but they can also modify the LOs at different levels, and download them into a LMS. Then, we illustrate the main features of a LOMS, called FreeLOms, that has been developed at our Institute within the framework of a project named SLOOP- Sharing Learning Object in an Open Perspective, co-founded by the European Commission in the Leonardo Da Vinci program (Ravotto, 2005),
